By the time he returned to London after a month away in Russia, Mori had developed his ideas for this 'study of roots' into what he now called 'constitutional study' or 'law' for short. This was apparent in a letter he wrote to his brother Yokoyama Yasutake on 4 September:

I have been thinking carefully about your letter, and have the following suggestions to make. What if you were to stop your technical studies and learn instead the basic components that make up a country, or law to be more precise, just like a chief superintendent (ōmetsuke) does as part of his duties in Japan? As you know, all societies are based on law. If the law is not clear, then it is impossible to govern and relieve the anxieties of the people. In our country, the traditional laws are often cruel and can hardly be called humane. The same is the case in some countries abroad.

These days, people in Japan are beginning to learn about the outside world, and at last there are many pursuing Western academic studies. They all confine their research to peripheral technical studies, however, and know nothing about more fundamental learning.33
